On a VPS the question is not how many players a box holds in the abstract but which Java heap, garbage collector and CPU allocation keep the median tick under 20 ms with your mod set. This covers that trade-off for a Windows VPS running a Java server with 4-8 GB of RAM.

The tick budget, in numbers

Vanilla Minecraft at 20 TPS has a 50 ms tick budget. Twenty players on flat terrain use 4-9 ms per tick on a modern core; a dense mob farm or a big redstone build pushes that to 25-40 ms. Over 50 ms average and TPS falls below 19.

RAM allocation: heap vs page cache

The Java heap is not the whole memory budget. The JVM needs 300-500 MB beyond
-Xmx
for metaspace, code cache, thread stacks and direct buffers, and Windows itself wants 1-1.5 GB on a server SKU, more with an active RDP session and Defender. On an 8 GB VPS, allocating
-Xmx6G
leaves almost nothing for the OS, and the moment the page cache is squeezed, chunk loading becomes disk-bound.

The split that works: 4 GB gets
-Xmx2G
to
-Xmx2500M
, 8 GB gets 5-6 GB of heap, 16 GB gets 10-12 GB. Set
-Xms
equal to
-Xmx
so the heap does not resize mid-session and cause multi-second pauses.

Choosing and tuning the garbage collector

Java 17 and later ship G1 as the default, and it is the right choice for heaps between 4 and 16 GB. The ZGC and Shenandoah collectors look attractive on paper but trade throughput and memory for pause time, which rarely wins on 2 vCPUs. Adding
-XX:+UseG1GC -XX:MaxGCPauseMillis=40 -XX:G1HeapRegionSize=8M
gives G1 a 40 ms pause target, which lines up with the tick budget: a collection that takes 200 ms stops the world for four ticks and is exactly what players experience as a freeze.

Enable the GC log and read it before adding flags:
-Xlog:gc*:file=logs\\gc.log:time,uptime:filecount=5,filesize=10M
. Young collections every 30 seconds with 300 ms pauses mean the heap is too small; old collections every few minutes mean a plugin is retaining chunks. Papers and Aikar’s flags help, but they solve allocation rate, not a leak.

View distance is the real RAM and CPU lever

Each loaded chunk costs 60-120 KB of heap depending on entities, and chunk count scales with the square of view distance. Ten chunks loads about 1,000 chunks around players; twelve loads 1,400. Dropping
view-distance
from 12 to 8 typically cuts MSPT by 20-35 percent and heap pressure by a similar amount, with a smaller visual change than players expect, because Paper pushes chunk sending to the client.

Set 8 and 5 in
server.properties
for a modded server, or 10 and 6 for vanilla survival. Simulation distance is the one that governs mob AI and farms, so lowering it costs gameplay; lowering view distance costs only how far clients can see, and Paper lets you push that load to the client anyway.

Pre-generating chunks to remove exploration lag

Most lag spikes on a small server come from world generation, not players. Walking into ungenerated terrain forces synchronous chunk generation on the main thread, and a single tick can jump to 300-800 ms. Chunky (
/chunky radius 3000
, then
/chunky start
) moves that cost into an overnight window.

A 3,000-block radius is roughly 1.4 million chunks and takes 8-30 hours on 2 vCPUs. Run it overnight with nobody online. Also enable Paper’s async chunk loading if your build supports it, and set
spawn-chunk-radius
to a small value so the spawn area is not force-loaded across a 40-chunk box.

Player slots: how many the hardware really supports

Each connected player costs a steady stream of keep-alive, movement and chunk sends. A practical ceiling on a 2 vCPU / 8 GB VPS running Paper: 15-20 players on a vanilla survival server at view distance 8, 8-12 with a mid-sized plugin set, and 4-8 on a modded pack. These are concurrent sloppiness-free numbers; a server that accepts 40 logins will still run, but MSPT will climb past 30 and players will complain about block-break delay.

Player count is not linear in cost. Twenty spread across 10,000 blocks cost more than twenty in one base. If you must support a large whitelist, raise RAM first, then view distance second, and expect CPU to be the wall before memory on a shared vCPU Windows VPS plan.

Windows settings that change the numbers

Run it as a Windows service (NSSM or WinSW) so it starts before anyone logs in and survives a dropped RDP session. Bind it to a fixed port so a second IP added later does not change the listen address, and run it as a local user rather than SYSTEM so logs land in a predictable folder. Exclude the world directory from Windows Defender real-time scanning – region and entity files are written every few seconds and scanning them adds 5-15 percent to save latency on a small disk.

The Java flag
-DdisableNagle=true
exists in most server forks and trims a few milliseconds per player. Set a fixed page file of heap size plus 2 GB, and run the process at Above Normal rather than Realtime, which on a virtualized machine can starve hypervisor threads.

Measuring tick stability instead of guessing

/tps
gives 1, 5 and 15-minute averages. At 20.0 you are healthy; 19.5 on the 15-minute figure means something ran long recently.
/mspt
on Paper shows the rolling median and 95th percentile, and the 95th percentile is what players feel during combat.

A useful acceptance test after any change: 10 players online with a mob farm loaded,
/spark tps
for 10 minutes, median and 95th percentile recorded. Compare that against the same test before the change. If median improved but the 95th did not, you fixed throughput and not latency – usually a GC or I/O problem rather than a code path.

Is the bottleneck CPU, memory or the host itself?

Upgrading is the last step, not the first. Collect three numbers first: TPS at 5 minutes, the 95th percentile MSPT, and CPU steal from Resource Monitor. Together they tell you which resource to buy, and that saves the classic mistake of doubling RAM when the problem was a single-threaded plugin.

Before upgrading, check CPU steal. On a shared plan a noisy neighbour shows up as high
%steal
in Resource Monitor, or as Java threads waiting on CPU while Task Manager reports idle cores. If steal is consistently above 3 percent, a larger plan on the same host family may not help; a plan with dedicated or pinned cores will.

Memory-bound (old-gen collections every few minutes) means more RAM and heap; single-thread-bound (one plugin at 40 percent of tick time) means a faster core. Re-measure after the change.

A baseline configuration that holds up

On an 8 GB Windows VPS: Java 21,
-Xms5G -Xmx5G
, G1 with a 40 ms pause target, Paper or a compatible fork, view distance 8, simulation distance 5, pre-generated spawn region, world folder excluded from antivirus, and the server running as a service. That configuration holds 15-20 vanilla players under 20 MSPT and leaves 2 GB for the OS and the RDP session.

Tune from measurements, not from forum threads. Record MSPT at the same player count and the same location after every change, and keep the numbers in a text file next to the server jar. It takes ten minutes and it is the only way to know whether the last plugin you installed deserves to stay.

If you want smooth private hosting for your Minecraft world and the freedom to configure it the way you like, learning how to create a MC VPS on Windows 10 is the perfect solution.
